School Control: Local, State or Federal?

Should the local voters and tax payers have total or partial control of their schools?

The Federal government is legally prevented from controlling or influencing local schools. However, the US Department of Education takes local tax dollars and offers to give them back to the State IF certain actions are taken and/or certain efforts made. Common Core is one such example of Federal meddling (some say intrusion) into the control of local schools.
